Statement of Need for
Precision Medical PM63 Aspirators

Wilmington, DE 19805-4917 INTRODUCTION/BACKGROUND:
The Wilmington VA Medical Center (WVAMC) is requesting a Brand Name or Equivalent procurement for the purchase of twelve (12) new Precision Medical PM63 PowerVac+ Intermittent Aspirators. This requirement is needed to replace equipment that are beyond end-of life and service life.
Any place a patient may have bowel obstruction can necessitate intermittent suction. All hospital patient care services, including but not limited to the emergency room, intensive care unit, gastrointestinal, ambulatory care, and extended care center, must have intermittent suction.
This equipment is designed for both continuous and intermittent use. Having a strong and long-lasting suction pump that will perform with the requirements we need at WVAMC.
It has an oil-free, continuous lubrication system, a hospital-grade vacuum regulator, an anti-bacteria filter to stop contamination, and an overflow-protected collection canister.

We need the requested equipment type because it meets our desired need of intermittent suction control and size requirement. The Powervac+ Intermittent Aspirator is smaller than our current units and it has the functionality to mount on a roll stand which will allow for easy storage and satisfaction from users. SCOPE:
The Department of Veterans Affairs, Wilmington VA Medical Center (WVAMC), is requesting a brand name or equal to procurement for the purchase of new PowerVac+ Intermittent Aspirators to replace end-of-life-equipment.
Training/Inservice requirement will be conducted during normal business hours of the WVAMC. Multiple in-service session will be accommodated for the various department.

Government personnel, other than the Contracting Officer, have the authority to change or alter these requirements. The POC shall clarify technical points or supply relevant technical information, but no requirements in this scope of work may be altered as a sole result of such verbal clarification.
SECURITY/NATIONAL AGENCY CHECK REQUIREMENTS:
The C&A requirements do not apply, and that a Security Accreditation Package is not required.
Tuberculosis Prevention
Standard Personnel Testing (PPD, etc.): Contractor shall provide proof of the following tests for personnel within five (5) calendar days after contract award and prior to the first duty shift to the COR and Contracting Officer. Tests shall be current within the past year.
TUBERCULOSIS TESTING: Contractor shall provide proof of a negative reaction to PPD testing for all contract personnel. A negative chest radiographic report for active tuberculosis shall be provided in cases of positive PPD results. The PPD test shall be repeated annually.
COVID 19
Contractor shall provide evidence of vaccination records or a negative COVID testing result within 72 hours of planned onsite visitation. This is to include installation, training, maintenance, and repairs.
Emergency repairs will be evaluated on a case-by-case situation.
HIPAA Training Certificates
If Contractor will be working onsite for installation and activation of equipment, all HIPAA training completion documentation must be provided to the COR listed in the awarded contract.
Smoking All VA Medical Center s property is smoke-free. Contractor personnel will comply with VA Medical Center s smoking policies. Violations will result in a warning and possible citation.
