NOTICE OF INTENT: 436th Contracting Squadron intends to solicit and negotiate with only one source (Monaco) under the authority of 6.302-1 for the following requirement:

Monaco D-21 Upgrade

The contractor will provide equipment and installation of Emergency Management (EM) Monaco D-21 system upgrade of primary & redundant servers and client workstations in building 140, 910, 203, 639 & 615.

Fire Station Building 140: Replace the D-21 system with hardware and software. Provide and

install one (1) repair by replacing EM primary server (H1) and new NAS server (NAS): Includes

RMF hardening.

140, Fire Station

o Provide and install one (1) NTP timeserver

o Provide and install one (1) 40U rack; includes

- Rack tray

- Rack shelf

- UPS with battery pack

- Bypass switch and UPS monitoring

- KVMA drawer

o Provide and install two (2) repairs by replacing client workstations and upgrade to EM

clients (EMC1 & EMC2); includes per workstation:

▪ One (1) rack mount CPU, keyboard & mouse

- Existing C1 & C2 clients license to be transferred to the new CPU’s

- Upgrade software to EM with EM Maps

- Includes RMF hardening

▪ Three (3) 21.5” monitors with KVMA extender

- C1 will receive one (1) single & one (1) dual KVMA extender

- C2 will receive one (1) single KVMA extender

- Existing dual KVMA extender to be re-utilized

▪ Existing C1 & C2 to be decommissioned from the Monaco network

Security Forces Bldg. 910:

▪ Provide and install one (1) EM redundant server (H2) at Security Forces Bldg. 910

▪ Provide and install one (1) 24U rack; includes:

- KVMA Drawer

- Rack UPS and battery pack

- Rack UPS monitoring and bypass switch

- KVM rack tray

▪ Provide and install one (1) repair by replacing client workstation and upgrade to

EM clients (EMC3); includes:

-One (1) rack mount CPU, keyboard & mouse

- Existing C3 client licenses to be transferred to the new CPU

- Upgrade software to EM with EM Maps

- Includes RMF hardening

-Three (3) 21.5” monitors with one (1) single & one (1) dual KVMA extenders

-Existing C3 to be decommissioned from the Monaco Network

EOC Bldg. 203:

▪ Provide and install one (1) EM client (EMC4); includes:

- One (1) tower mount CPU, keyboard & mouse

- Software: Fire, Graphics, EM Maps, MNS, Security & RMF Ready

▪ Three (3) 21.5” monitors

▪ One (1) desktop microphone VOIP kit

▪ One (1) short term desktop UPS back-up power

▪ One (1) 24 port DoDIN network switch with fiber media converters

Alt EOC Bldg. 639:

▪ Provide and install one (1) EM client (EMC5); includes:

- One (1) tower mount CPU, keyboard & mouse

- Software: Fire, Graphics, EM Maps, MNS, Security & RMF Ready

▪ Three (3) 21.5” monitors

▪ One (1) desktop microphone VOIP kit

▪ One (1) short term desktop UPS back-up power

▪ One (1) 24 port DoDIN network switch with fiber media converters

▪ Provide and install two (2) replacement network switches to conform to DoDIN APL requirement

- One (1) at Security Forces Bldg. 910

- One (1) at the Alarm Shop Bldg. 615

▪ Provide and install one (1) replacement network switch to conform to DoDIN APL requirement at the Fire Station Bldg. 140

▪ Verify network connectivity at all installation facilities

▪ Validate the system performance after installation

▪ Provide up to 16 hours of D-21 operator training after system initialization while the installation technician is on-site

▪ At the conclusion of the project Monaco will provide forms, system drawings, and documentation to detail the work that has been completed.

Any vendors with the capability to provide the same or equal products/service may provided a response expressing interest and proof of ability to provide the required existing system upgrade to the POCs listed by the specified date in this listing.
