This is a notice/synopsis of a proposed sole source action



This procurement is being conducted using FAR 12 and 13 procedures. The authority for soliciting a single source is FAR 13.106-1(b)(1), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).



The Department of State’s (DOS) Bureau of Administration (A), Office of Acquisition Management (AQM), Diplomatic Security Contracts Division (DSCD), Security Branch (SB) intends to award a sole source contract to ILC Dover LP (UEI SAM: Z8JVK17W5JG5), 1 Moonwalker Road, Frederica, DE, 19946-2080 based on other than full and open competition for emergency escape mask respirators on behalf of the Bureau of Diplomatic Security, Countermeasures Directorate, Physical Security Programs, Weapons of Mass Destruction Division (DS/C/PSP/WMD).



This procurement will establish a new single-award indefinite-delivery indefinite-quantity (IDIQ) commercial item contract (pursuant to FAR part 12 Acquisition of Commercial Items in conjunction with FAR part 13 Simplified Acquisition Procedures), for specific emergency escape mask respirators and their respective consumable components, using a firm-fixed-price (FFP) contract type, with one (1) base year and four (4) Option years. The total estimated value is $15,000,000.00, which will represent the IDIQ contract maximum value. That value is based on an independent Government estimate using estimated purchase quantities for the base and all option years, (plus reasonably foreseeable amounts for contingencies), and historical as well as commercial list pricing identified through market research. This acquisition is conducted under the authority of 41 U.S.C. 3304(a)(1), as implemented at FAR subsection 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR subpart 6.305, the justification documentation shall be posted to SAM.gov within 14 days after the award.



Summary of Requirements:



DS/C/PSP/WMD has a recurring need to provide ongoing lifecycle replacement of air- purifying escape respirators that have been distributed to employees worldwide to assist in the evacuation of DOS facilities under a chemical, biological, or radiological incident and in incidents involving the generation of carbon monoxide. DS/PSP/WMD requires a one-size- fits-all, National Institute of Occupational Safety and Health (NIOSH)-Certified escape hood that is designed to protect against Chemical, Biological, Radiological and Nuclear (CBRN) agents, Toxic Industrial Chemicals (TIC), and Carbon monoxide (CO) for a minimum of 30 minutes. The escape respirator requirements listed below are essential to ensure that the device functions effectively across the diverse people and cultures that make up the Department of State.




  1. Escape respirator shall be certified by the National Institute of Occupational Safety and Health (NIOSH) as a CBRN Escape Respirator.

    1. The Escape Respirator shall protect the wearer against the agents listed in the NIOSH Chemical, Biological, Radiological, and Nuclear (CBRN), Toxic Industrial Chemical (TIC) and carbon monoxide test protocol.



  2. Escape respirator shall be a one-size-fits-all device.

    1. Sized devices are not acceptable.

    2. The escape respirator shall be oversized to accommodate a wide variety of cultural norms and hairstyles.



  3. Escape respirator shall be tested and certified by NIOSH for a minimum of 30-minutes of breathing protection.

  4. Escape respirator shall not have any user adjustable components. Buckles, straps or other means that affect the proper fit of the device are not acceptable.

  5. Escape Respirator shall assist breathing through the use of positive pressure.

    1. The average inhalation resistance of the escape respirator shall be less than or equal to 10 mm H2O.

    2. The average exhalation resistance of the escape respirator shall be less than or equal to 25 mm H2O.



  6. Escape respirator shall provide comparable protection to individuals with and without facial hair.

  7. Escape respirator shall be capable of being donned in 30 seconds or fewer from the ready to use, in package, state.

  8. Escape respirator shall allow for complete facial recognition of the wearer by security personnel without compromising wearer safety.

  9. Escape respirator shall permit clear verbal communication while worn, including use of phones and mobile handset radios, without compromising wearer safety.

  10. The CO2 content shall be less than 1.5% in the hood during wear and breathing.





In addition to the CBRN and CBRN/CO escape respirator described above, DS/PSP/WMD also requires a powered air purifying respirator (PAPR). The Occupational Safety and Health Administration (OSHA) requires the Department to issue respirators for the protection of employees from hazards 29 CFR 1910.134 Respiratory protection. OSHA requires that respirators meet specific standards and be certified, and NIOSH stablishes the standard and the certification process. (See 42 CFR Parts 84.60(b) and 84.63(c).) NIOSH approves CBRN cartridges and canisters by challenging them with CBRN Standard test agents at known concentrations and for a preselected time period of either 15, 30, 45 or 60 minutes.



These selected times are classified as CAP 1 (15 minutes), CAP 2 (30 minutes), CAP 3 (45 minutes) and CAP 4 (60 minutes). Because the Department cannot estimate the time it will take any given employee to escape from a DOS building or for a first responder to respond, DS/PSP/WMD requires a minimum of a CAP 2 (30 minutes) PAPR device.



The PAPR requirements listed below are essential to ensure that the device functions effectively across the diverse people and cultures that make up the Department of State.




  1. The system must be certified as a Cap 2 (30 minute) Chemical, Biological, Radiological and Nuclear (CBRN) PAPR by the National Institute for Occupational Safety and Health (NIOSH).

  2. The PAPR must incorporate a loose fitting one size fits all butyl rubber hood with a wide field of view. The hood must be adjustable to fit varying head sizes easily.

  3. The PAPR must be configured for backpack mounting/wear that includes storage for hood, charger and associated components. Backpack storage configuration must be approved by NIOSH.

  4. Each unit must include 2 (each) NiMH Battery packs and one battery charger rated for worldwide use operating from both 120v 60hz and 220/240v 50hz electrical sources.

  5. Each unit must include one battery adaptor pack that allows for the emergency use of alkaline batteries in place of the rechargeable battery packs.

  6. An airflow test gauge must be included with each unit.

  7. Each system must also include a 1.8- or 2-Liter hydration system to allow for hydration through a drinking tube connected to a bladder contained in the backpack.

  8. Each unit must be configured with an audible/visual low voltage alarm at the point when there is 30 minutes of remaining battery life.

  9. Each unit must include the required number of CBRN filter canisters for immediate operation and canisters must be the correct part number as certified by NIOSH for CBRN use.



The specific part numbers and descriptions of the required items are as follows:




  1. ILC Dover part number 6000-11300-01 – Scape CO/CBRN30 Air Purifying CBRN Escape Respirator with Carbon Monoxide protection, Adult.

  2. ILC Dover part number 6000-10435-01 – Scape CBRN30 Air Purifying Escape Respirator, Adult

  3. ILC Dover part number S-5000-04W/ALK – Sentinel XL CBRN Powered Air Purifying Respirator with integral alkaline battery pack in backpack and spare alkaline battery pack

  4. ILC Dover part number S-2016 – CBRN Filter Cartridges (Pack of 3), for Sentinel XL



This notice is not a request for competitive quotes, however, IAW FAR 5.207(c)(16), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, no later than 15 September 2023 at 1:00 pm ET to Lisa Pizarro at PizarroL1@state.gov and Greg Moore at MooreGC2@state.gov. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
