The RFP that was previously posted needs to have a short list prior to submission. No proposals will be accepted on March 19, 2019 for this procurement.
The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing construction monitoring services for Contract No. BR-22-2018, Betsy Ross Bridge Painting and Steel Repairs Phase 2: Thru-Truss Spans.
The scope of services the Authority requires shall include all construction monitoring services including but not limited to, inspection of all work and materials to ensure that the work is done and the materials comply with the contract plans and specifications. The scope shall include any other services as may be required to furnish complete construction monitoring services of the highest quality. The scope shall also include review of project schedules, contractor’s invoice payments, change orders, requests for information, and project closure activities. The firm shall exhibit professional staff knowledgeable in providing construction monitoring services on long span bridge painting projects involving lead abatement. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.
The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process. In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.
Six (6) hard copies and one (1) electronic version PDF copy shall be submitted on CD-Rom, flash drive, external hard drive, or other portable data storage device of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m on January 24, 2019. Faxed or e-mail Statement of Qualifications will not be accepted. Late Statement of Qualifications will not be accepted. The Statement of Qualifications should be addressed to Ms. Amy L. Ash, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Betsy Ross Bridge Painting and Steel Repairs Phase 2: Thru-Truss Spans.”.
The Statement of Qualifications shall describe, in five (5) pages or less the following:
1. Qualifications of the firm including any subconsultants and the key personnel on the inspection team,
2. Briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel,
3. The current workload of the firm,
4. The location of the office where the work will be performed.
The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

Proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications; however, should include a statement if they will be committed to using MBE and WBE firms. MBE and WBE team members must be named, and commitment levels must be noted at the time the proposal is submitted.
This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
